Affordable Housing Council

The eleven member Affordable Housing Council (AHC) was created to review policies & procedures, ordinances, and land development regulations that affect the production of affordable housing. The AHC makes recommendations to the BOCC regarding funding and policies that encourage the facilitation of affordable housing development.  All members are appointed for a two year term. 

  • A citizen who actively serves on the local planning agency pursuant to s. 163.3174. If the local planning agency is comprised of the governing board of the county or municipality, the governing board may appoint a designee who is knowledgeable in the local planning process.
  • A citizen who is actively engaged in the residential home building industry in connection with affordable housing.


The Council meets once each month, at 4 p.m. on Thursdays at the Government Center in Viera.  All members are appointed at large by the BOCC. Interested parties should contact Dorenda Christian at (321) 633-2076 for additional information and/or an application or:Affordable Housing Program Board.

Community Development Block Grant Advisory Board

The nine member Community Development Block Grant (CDBG) Advisory Board was created to provide citizen participation in the identification of housing and community development needs for low to moderate income citizens. The CDBG Advisory Board makes recommendations to the BOCC regarding policies and federal funding that encourage infrastructure and other community development projects and public service activities. Members are appointed for a one year term representing seven neighborhood strategy areas. One member, in finance, is appointed at large by the BOCC.

  • A citizen with expertise in the finance industry

Neighborhood Projects Team Community Development Block Grant (CDBG)

Provides Community Development Grant funds for public services, public infrastructure improvements in low-income neighborhoods. CDBG provides planning and development of neighborhood revitalization, capacity building, economic development and provides funding for strategic planning.

Each year, through an annual competitive bid process, CDBG service dollars are awarded to eligible community service agencies demonstrating the capability to provide community services to strategy areas and priorities. Agencies must qualify as a 501c(3).

The CDBG Team provides technical assistance and staff CDBG Advisory Board, which offer recommendations to the Board of County Commissioners for the following types of projects:

  • Public Improvements: Roads, drainage, water, community centers and other neighborhood infrastructure improvements.
  • Demolition/Clearance: Roads, drainage, water, community centers and other neighborhood infrastructure improvements.
  • Land Acquisition: To develop home ownership projects and for development of community projects.
  • Economic Development: To assist in the development of low-income communities and neighborhoods and to create/retain long term private sector jobs for low to-moderate income community residents.
  • Public Service: Education, childcare, recreational mentoring program needs and other special service needs.
  • Demolition Projects: Elimination of Slums and Blighted conditions.

Community Development Block Grant Program (CDBG) 2015-2016

The Brevard County Board of County Commissioners Housing and Human Services Department is announcing that approximately $50,100 in CDBG Public Service (PS) funding is available. Grants are available to local organizations through a Request for Proposal (RFP) application process. The CDBG Program’s primary objective is to provide funds to local programs that meet the identified needs of the 2010-2015 Consolidated Plan, and to improve the quality of life in low and moderate-income neighborhoods, identified by the County as “Neighborhood Strategy Areas.” 

There will be a Mandatory Technical Assistance Meeting for all prospective applicants on December 9, 2015 from 10:00 a.m. – 12:00 p.m. The Meeting will be held at Brevard County Government Center, 2725 Judge Fran Jamieson Way, Building “C”, Florida Room, 3rd Floor, Viera, FL 32940. 

The purpose of the Technical Assistance Meeting is to provide information on the CDBG-PS Grant requirements and the RFP application process. Applicants must attend and sign in at the technical assistance meeting in order to be eligible to submit a proposal application.
