PUBLIC NOTICE FOR RENTAL RFP
Brevard County Housing and Human Services (HHS) Department is seeking proposals from qualified organizations to create or preserve affordable rental units.
The County will award approximately $550,000 in State Housing Initiatives Partnership (SHIP) funds, with a maximum per unit award of $65,000.
The RFP is divided into two sections:
- Part 1: Instructions that outline the terms and conditions of the RFP.
- Part 2: An Application that must be completed in the Word and Excel files attached hereto.
A mandatory Technical Assistance training will take place from 9:00 to 10:30 on March 24, 2017.
Interested parties must submit a complete application by 11:00 a.m. April 10, 2017.

PUBLIC NOTICE FOR PURCHASE ASSISTANCE PROGRAM RFP
Brevard County Housing and Human Services (HHS) Department is seeking proposals from qualified organizations that desire to compete for and provide day-to-day operations of the Purchase Assistance Program (PAP) and Purchase Assistance Program Workshop (Workshop). The successful Respondent will be responsible for all purchase assistance activities including, but not limited to:
- program marketing; intake; determination of household eligibility; income eligibility; consideration of assets; client affordability ratios; one-on-one housing counseling; preparing legal encumbrance documents; and annual client monitoring.
- ·one-on-one, face-to-face, and group counseling specifically to local housing authority residents at a central housing authority location, at no charge to the client. Counseling will include financial management education, financial coaching and extended financial management, as defined by the Florida Housing Finance Corporation.
- homebuyer education classes, including but not limited to, working with area lenders, realtors, and closing agents. Fair Housing, hurricane mitigation, homeowner maintenance and foreclosure prevention must be a component of all counseling and education classes.
Eligible Respondents must be a HUD certified Housing Counseling Agency and willing to adopt National Industry Standards for Homeownership Education and Counseling. Additionally, the Respondent must have demonstrated capacity.

LOCAL GOVERNMENT CONTRIBUTION FOR FLORIDA HOUSING FINANCE CORPORATIONS REQUEST FOR APPLICATION CYCLES
The Brevard County Housing and Human Services Department is pleased to announce the issuance of an open RFP for local government contribution(s) utilizing HOME Investment Partnerships (HOME) and/or State Housing Initiatives Partnership (SHIP) program funds that will be available to proposals meeting the County’s selection criteria. Successful applicants will be required to comply with the rules and regulations of the SHIP/HOME programs.
This is an opportunity for non-profit and/or for-profit housing developers who desire to undertake property acquisition, new construction, rehabilitation and infill for the purpose of creating or preserving affordable housing in Brevard County through Florida Housing Finance Corporation’s (FHFC) Request for Application (RFA) cycles for tax credits, State Apartment Incentive Loan (SAIL) funds and/or revenue bonds.
Funding is subject to availability. Brevard County reserves the right to reduce, amend, and/or rescind funding at any time prior to the final award and approval of any contract or agreement by the BOCC.

Completed proposal packages will be accepted from the date of issuance of an applicable RFA by FHFC and must be received by the Housing and Human Services Department no later than twenty-one (21) business days prior to the due date established by FHFC.
