What did SCGTV cost?

Time Warner Communications provided the channel (cable channel 1 or 99) at no charge to the County and its municipalities during the fall of 1999. Adelphia (cable channel 51) and AT&T (cable channel 26) cable providers linked their systems to Time Warner at the County’s request thereby allowing all cable subscribers (approximately 180,000 households) in Brevard County access to SCGTV in early 2000. In addition, Time Warner gave the County a $45,000 grant for equipment. The Board of County Commissioners (BOCC) owns the television equipment in the Commission and Florida Meeting Rooms which are used to broadcast and record its meetings and programs. SCGTV provides 24/7 programming.

What is the organizational structure of SCGTV?

The Station Manager Don Walker, and production staff Logan Hemenway and Anda Skambraks operate SCGTV. The Space Coast Government TV Council, comprising the Station Manager, Asst. Station Manager and a representative from each participating local government, formulates SCGTV Procedures, Standards and Guidelines.

What is a government access channel?

SCGTV is not a public access channel. Access to SCGTV is restricted to governmental entities only.



What types of programming does SCGTV broadcast?

Public service announcements (PSAs) of government events and services - Informational or instructional programs on various government agencies and services - Public meetings of government policy-making boards - In-service training programs appropriate for public viewing - Election coverage of vote counting only - Emergency service operations for natural disasters, weather phenomena, poison prevention, first aid, launches, etc. - The Florida Channel (State Legislative Session and other State meetings, programs and issues) - Other meetings as determined by the station manager to reflect the needs and interest of Brevard County residents.

Describe the programs?

1. Gavel-to-gavel live coverage of events; generally Commission or Council meetings, hearings, workshops and other live programming as may be determined from time to time. 2. Video-delayed public meetings and other activities. Some gavel-to-gavel meetings may be presented both live and video-delayed. 3. Locally produced programs to inform the public of services and programs provided by local government. Such programming shall only be used when appropriate to the guidelines. 4. Outside source programs may be acquired for use. Such programming shall only be used when appropriate to the guidelines. 5. Local affiliate repeats obtained through local news organizations and other related groups (PBS, local network affiliates, etc.). Arrangements for repeat programming may be made with such organizations when appropriate to the guidelines.

Who is responsible for programming?

The SCGTV Station Manager and/or Production Manager shall oversee the various phases of video production for programming aired on SCGTV. SCGTV is responsible for televising government meetings, sponsored activities and events, providing video production training when available, and offering limited technical assistance to agencies.

Is there a program schedule?

Yes, in the Florida TODAY TV Listings under GOVT, on your cable TV Program Prevue Channel (channel 98), and on our website. The program schedule provides a general listing of regularly televised programming, however these programs may be pre-empted by coverage of live meetings or emergency information. The Daily Program Schedule can also be seen on this website.



How can I get a copy of a meeting or program broadcast on SCGTV?

Duplication services are available. Copies are dubbed in DVD format. Call (321) 690-6843 for instructions. Be sure you have the date and time of the meeting/program. You will be charged the actual cost of duplication. If you cannot pick your copy up in person, a mailing charge will be added.

Can anyone promote a product on SCGTV?

Programs, which have as the primary purpose to promote commercial/profit-making services, products, trade or business will not be broadcast on SCGTV. SCGTV will not endorse any consumer products.

Are there community standards for SCGTV?

SCGTV recognizes the jurisdiction of the FCC guidelines pertaining to television programming. All such guidelines will be adhered to in the approval of programs for broadcast. Programs containing obscene, offensive or defamatory material will not be broadcast on SCGTV. Community standards of good taste will be adhered to at all times.

Is there a way to learn what is on the County Commission’s Agenda for a particular meeting?

SCGTV will “scroll” the agenda for all meetings continuously one-half hour prior to each meeting. The Brevard County website has a link (Board Meeting Agendas) to the Clerk of Court website (County Agendas).

Which government agencies besides the County Commission broadcast their meetings on SCGTV?

SCGTV broadcasts the meetings and some workshops (video-delayed) for the cities of Palm Bay, Cocoa, Titusville, Cocoa Beach, Melbourne and the Barefoot Bay Recreation District. SCGTV also broadcasts the Florida Legislative Regular and Special Sessions, Florida Supreme Court Oral Arguments and Public Service Commission Meetings.
