North Brevard Economic Development Zone
The North Brevard Economic Development Zone (often referred to as the “Zone,” or “NBEDZ”) was a 200-square mile Florida special district created by the Brevard County Board of County Commissioners in 2011, with the goal of facilitating job growth and economic development in the northern part of Brevard County (specifically, the communities of Titusville, Mims, Port St. John, Scottsmoor, and Sharpes).
Within that area – home also to NASA’s famed Kennedy Space Center – job layoffs (during 2009-2012) due to the ending of NASA’s Space Shuttle program produced high unemployment rates and a large number of residential foreclosures. In one year, the area’s annual unemployment rate was 12.5%, and its foreclosure rate four times the national average. [See Florida Department of Commerce, LAUS data]
With help from the Zone’s targeted financial assistance programs, the economy of north Brevard began to improve. Now, many research organizations and national publications tout the strength of the local economy, which has seen large capital investments in the north end by companies in the aerospace, aviation, defense, boating, and clean energy fields.

Declaring the Zone’s mission completed and its program of work successful, the county commission voted to end the Zone special district structure in May 2025, and re-allocate its funds to help with other critical needs in the county.
Much of the Zone’s success was directly attributable to its board of directors. Members of that body – who served without compensation – spent countless hours negotiating and assembling financial assistance packages to induce development and job creation within the special district’s boundary. The names of those volunteer members have been inscribed onto a plaque on display in the lobby of the county’s North Government Complex in Titusville, and can be viewed.
